         the Teachers' Retirement System, the Judicial                                                                          
         Retirement System, and the Public Employees'

         relating to the definition of 'veteran' for purposes of                                                                
         housing, eligibility for veterans' loans, and                                                                          
         preferences in state employment hiring; providing for
